Ford 851 power steering

I bought a Ford 851 from a guy, and the power steering does not work. He said someone worked on the steering column unit but it still did not work. The tractor has a good power steering pump delivering plenty of pressure to the steering column, but no power goes to the hydraulic cylinders. I took the column unit apart but I could not see anything wrong. I did notice that it could possibly have been incorrectly reassembled, as there are several parts that could go one way or the other. I cannot find a detailed breakdown of the correct assembly for the unit. Can anyone help with this?
 
The manuals don't show those parts very well.
Look at the picture below.
There are 8 plungers, two balls and three springs in that block.
There are two special plungers with horns on one end and 6 ordinary plungers.
The special plungers go in the hole marked with the pencil.
Put the block in place on the steering column then load it from the top. The first special plunger gets loaded horns up, then two balls then the second special plunger horns down.
The other 3 holes get an ordinary plunger first then a spring then another plunger.
Read the manual closely about setting the upper spring washer correctly and swedging the nut.
I Strongly recommend you replace the upper seal (#44) and lower seal (#28) and the 2 orings (#32) in the diagram below. They are available from your CNH dealer and not too expensive.
If any of the springs are broken they must be replaced. They cost about $35 each. Ouch!

Ultradog, thanks for the advice. I immediately recognized one problem: the plungers with the horns are in the wrong hole, and there is only one ball between them. Maybe that is the whole problem? Although I am also not sure if the thingy in the center is installed right. There is a groove on the outside of that and I don't know if it should be on the top or bottom. I'm pretty sure I have the lines to the cylinders hooked up correctly.
 
I have a service manual, but the information ultradog gave me is not in the manual and that is what I needed.
