You are exactly right about the need for all axle brakes only above a certain GVW, Nolan. Anyone towing a N, bush hog, etc on a trailer needs brakes,legally! Here in NY the GVW break is 1000 lbs to require brakes. Federally I believe it is 3000 lbs, but the interpretation is vague. There is a section of the Federal code that states brakes are to be on ALL wheels. (393.42) We all realize we can get away without the basic safety items most of the time, especially if we don't go interstate or just drive 1/2 a block. But there always are those exceptional situations to watch out for!(like a child running out in front of your truck....will you be able to STOP in time?) Happy and Safe Trailering!
