I have seen a few times that continued operation in the constant pumping range of the position control lever (such as with loader operation) will cause a slight groove or ridge to be formed on the control valve from the occilation designed to keep the control valve free, making it hard for the return spring to overcome it. More than likely though, your position control fork has dropped out of it's proper placement. Is your lever still moving freely or does it seem tight about halfway up the quadrant range? If you want to make sure it is the linkage before you bring it to the dealer (just assumeing, since you had them put in a pto clutch), Drain about 2.5 gallons of oil from the rear axle housing and remove the right side cover that is right next to your right heel when sitting on the tractor (it's the one with the dipstick), move your levers up and down the quadrant range and see if they are moving the control valve fork. Is the roller on the fork making contact with the internal linkage or is it stuck forward? If it is stuck forward, reach in and lightly push it toward the rear of the tractor, it might snap back against the linkage letting you know your control valve is sticking and needs to be replaced. If your draft or position levers do not move the lever you will need to have your lift cover adjusted. Sorry this is so long winded, hope it helps some.
