starting woes on 350

Have a 350 that hates cold. i think this was brought up before but i cant find it. it gives one pop then thats it, carb then floods after turning over numerous times switching choke on and off. the choke plate is on an angle like this \. is that correct? the bottom has a space so it is not perfect covering the pipe hole.plus there is a circular hole on the top of the plate but that appears factory done. the hose that leads from the carb to the breather is like radiator hose or something. is this ok? there is no clamp on the carb end. is air getting in? come warm weather it starts right up. this is the first winter i have had it. i want to put on new tires but can move it to the shop.
