You mentioned a "small cylinder", and you need to realize the rod end of the piston does not have much area, therefore not much force when "contracting" the cylinder. You will need a large enough cylinder to get the force you will need to tilt the bale.
Maybe a selector valve you can switch from one cylinder to the other might be a better option so they do not interfere and whichever cylinder is selected will get all the pressure and flow.
