Several possible realities (you choose) Over filling the radiator. It needs to be about 1/2 the way from the cores to the neck when filled. If filled to the neck it will expand as it warms and run out of the overflow. This gives the impression that the system is broken.
It does have an issue (possibly a cracked head or head gasket) compression check and combustion gasses in the radiator check (Kit from NAPA) if it blows coolant.
Assure the coolant is circulating when the tractor is running with the proper coolant level. Look into the radiator and feel the coolant temp to assure it is circulating. Using a infared temp gun is easiest.
The gasket should be replaced. it keeps the spacing correct on the impeller. Making one is OK if the correct thickness is purchased. Careful tapping with a pall peen hammer wil cut a new gasket (hold the paper steady) Jim
