Can't shut 'er down!!!

Haven't had much time to be on the boards, been thinking about deer hunting(the real ones not the green!!), anyways my F12 mag was rebuilt just before I got it running about a month ago and when I turn the spark advance to full retard I thought it was supposed to ground out the mag and force it to jump the safety gap insted of firing the spark plugs. Well I do that and she just keeps on running, I checked for binding in the rod but that's not it. Now I can shut it down by retarding the mag and pushing in the govenor rod as far as it will go and she will just slowly die out.....now what?
