I agree with Phil and Jim. I don't really think it's reversed leads on the ammeter, otherwise it wouldn't move towards the charge side when the engine is started. If I'm reading his question correctly it always shows a discharge, even with the ignition off, and then more of a discharge with the ignition on and engine not running. Providing that the engine stopped with the ignition points closed, it should show a discharge with the ignition switch on, engine stopped. My bet is that everything is pretty much normal but that the ammeter "0" doesn't match up with the "0" on the face of the guage. It'd be easy enough to check if the generator was charging by simply hooking up a voltmeter to the battery. Should read around 6 - 6.2 volts engine off. 6.8 - 7.2 volts with the engine running above idle and the generator charging
