1960 Cub-What's going on?

I own a 1960 Cub and use it regularly as a scat-a-bout and to mow about 5 acres. The engine was completely overhauled about 4 years ago. At the same time, I had the generator (6 volt system) gone through because the ammeter always showed that the system was discharging. At that time when the ignition was turned on, the ammeter would show a larger discharge and once the engine started the needle would creep up the charge scale but never cross into positive territory. Nonetheless, I was never able to observe that the battery was not holding up. Once the overhaul was complete and the generator gone through, the ammeter showed only the smallest gain into positive (charging) territory. Five or six months ago, all of this started over again. I still cannot observe that the battery is being discharged on the long haul. I repeat, that when the ignition is off the ammeter shows a substantial discharge. Inasmuch as the battery does not seem to be discharging, is there a problem here? If so, how can I remedy it? Thanks for this and all past help. JOC,Jr.
