The 3116 is a non-resistor plug and the 386 is a resistor plug. The resistor plugs were developed to minimize static interference with AM radio signals and also TV signals, but the resistor might also slightly reduce the performance of the plug.
If your tractor has the magneto ignition, you definitely want to use the 3116 non-resistor plug, and I feel that if the magneto has been replaced with a battery ignition, the performance is still better with the 3116.
Incidently, if you use the 3116, optimum performance will be realized by using solid core, non-resistor plug wires.
