This is an early version of the positive crankcase ventilation system. There is a mesh filter in the vent pipe to filter incoming air into the crankcase. Instead of a PVC valve there is a restriction fitting in the head to limit flow. When the combustion blowby gasses get to be more than the vent in the head can handle, the excess is vented out the tube by the oil pan.
The same system was still being used when the 460/560/660 tractors were released. It was soon eliminated on them because the oil entering the air cleaner assembly was causing too much dirt to build up on the inlet of the air cleaner assembly and would choke off the air flow. That is why on those tractors you will find the little tube on the air cleaner pinched off and a plug in the top of the valve cover.
