Farmall H air cleaner question

I have a 41 H and I just noticed a hole in the side of the air inlet pipe just below the hood line and above the oil bath. Should that be connected to something or should it be blocked off?

The breather provides clean air to the whole inside of the engine so fumes can go out the draft tube from the crankcase. (My $0.02 worth. jal-SD)
 

Dennis has it mostly correct. There should be a copper pipe connected from it to the port on the back of the head. It serves to pull a very slight vacuum on the crankcase, which helps to cut down on oil consumption among other things.
 
This is an early version of the positive crankcase ventilation system. There is a mesh filter in the vent pipe to filter incoming air into the crankcase. Instead of a PVC valve there is a restriction fitting in the head to limit flow. When the combustion blowby gasses get to be more than the vent in the head can handle, the excess is vented out the tube by the oil pan.

The same system was still being used when the 460/560/660 tractors were released. It was soon eliminated on them because the oil entering the air cleaner assembly was causing too much dirt to build up on the inlet of the air cleaner assembly and would choke off the air flow. That is why on those tractors you will find the little tube on the air cleaner pinched off and a plug in the top of the valve cover.
