The marvel schebler is the type of carburetor with the main jet installed in the electric shut off and the jet is threaded so you can just screw it out. Is it possible you took jet out of original shut off when you worked on carb and didn't put it back in. Or, also, there may be a groove for an o-ring on that shut off come to think of it and leaving it off gasoline would bypass the main jet. And no , they are not adjustable as it is a fixed main jet. I have seen these shutoffs replaced and guys forgot to take the jet out of old one so basically, no control of fuel at all.
