As to your throttle. First make sure the linkage is free from binding and lubricated. Then there are three adjustments on the governor. First is the clevice on the linkage between the governor and the carburator. Second is the bolt and lock nut on top of the governor, it adjusts no load high rpm. Third is the acorn nut, screw, and locknut on the bottom of the governor, that is the bumper screw. Bumper screw too tight might cause low speed problems, bumper screw too loose and the engine will hunt. Shut the tractor down before any adjustments.
