If everything else works but the P/S, it's not the pump. Same pump supplies flow to all the hydraulics. There is a "Regulator safety and flow control" valve (assy. # 370 760 R91) that splits off part of te flow for the P/S and then there is the hydrostatic steering unit itself that could be the problem. This is assuming it's factory P/S and not added later.
