Don't know this to be a fact because I haven't done it, but if you pull the dowel pins (those threaded things that stick up) by running a nut down on them and remove the six other bolts, you may be able to slide the heavy belt pulley gearbox enough to remove the starter. The long bolts on top don't have to come all the way out. Lift them up a bit and hold them with clothes pins.
There must be a reason why IH threaded the dowel pins. I think that starter removal was that reason.
