Value depends... location, need, potential use? It was likely produced in the 60s, and isn't cutting edge for planter technology. However, those things are dead simple to work on, and will do a good job of planting if the ground is worked down well and reasonably level. I've got one that is 43 years old, it sets outside, and every year I plant my sweet corn with it, and use it to put 4 rows of beans in my garden. It takes 20-30 minutes to hitch up, check everything, put some oil on the marker chain mechanism and go plant. If you want to collect it, $400 may be steep. If you want to restore it, it sounds to be in good shape. If you want to use it, $400 doesn't sound too bad.
