To use the two way system (assumes a belly pump, not a pump in front of the distributor on the engine) it is necessary to pull the lower control rod that attaches to a longish lever with a spare hole on it, to the rear and hold it there. The other rod should now provide up and down control. THe rod can stay out all the time because the other valve is open centered, and will dump pressure into the reservoir when in the centered position. If pulling the lower rod with the control rod centered causes the engine to losd down, somthing is not connected correctly. See caseih.com search for parts put Farmall in the box.
