I think the different govenor may help your hunting problem, but if it doesn't, your problem may be link from gov to carb or carburetor itself. What it is doing is actually making an over correction to speed and IH played with the throttle plate angle on some engines to over come this problem. The trick is to get a sensitive govenor with maybe one bounce and then it settles out. You will note a number on some throttle plates that designate the off set angle. Also, make sure the throttle plate is not in back wards as the edges of plate have to align with bore when closed. I have a surge buttom on one of my H tractors. I don't know if it came from factory with it on or if Dad was having a problem and the dealer installed it. You will notice that little square spot on rear of govenor, that is made for a surge button if all else fails. Very few tractors have it installed. Far as getting gov back on, all I can say is that some times they can give you grief but never had one that would not eventually go on. Guess I have had several hundred off over the years. Far as dieseling on an H, well, most likely idleing too fast at shut down with some hot spots in chamber or spark plug tips.
