I had a similar problem with my IH 464 diesel recently. I replaced both fuel filters, but it didn't help. I had to take them off again and check the gaskets. Turns out, the gaskets were put in wrong and sealed off the fuel flow. If your tractor is diesel (and for now I'll assume it is, since you mention an injection pump, when a gasser would have had a carburetor), you should be sure to bleed your lines when you replace the filters, otherwise it can cause a problem like yours. It is hard to be sure what your problem is, but it DEFINITELY sounds like a fuel problem. Here is what is happening: You crank the tractor, run it out of fuel, it cuts off, fuel flows back to where it is supposed to be, and then it can crank back up.
