Larry wants to know how to start his "new-to-him" LP tractor.
This begs the question: Have you seen it running? If so, turn on the vapor valve, move the throttle half way, turn the ignition key, and probably play with the choke. Not much different than a gasoline engine. If you are going to work it hard, turn on the liquid valve.
If the ignition is OK and it won't start, you are either out of fuel or the regulator is faulty. There is a small likelihood that the shutdown diaphragm in the carb is faulty but that is your lowest priority troubleshooting step. The diaphragm shuts down the fuel flow when there is no intake manifold vacuum.
Check to see if anyone has been wrenching on the regulator. If so, someone else (or the IH manual) will need to assist you.
I have a W-400LP but have only started it half a dozen times and refueled it once. I had to replace the regulator after not running the tractor for many years. The internals were heavily corroded.
