$3000 ain't bad for the tractor as you have described it. Watch some auctions to see how they go. I see about any Super M go for no less than $1500 even for a junker. A Saginaw hitch is almost $800 last time I looked. Tires are over $800 there. So at $3000 you are getting a deal. Now you should offer him $2500 and maybe get a steal on it.
Biggest thing is drive it and make sure everything is tight an all the gears sound good and not growly. Doing a rear end can cost over $1000 to do one right.
