Yes the fel has a pto pump. The live hydraulics are on the power steering. I believe they could both be fed of the distributor pump but I have heard that you cannot just install the pump without installing the stronger timing gears.
I have just looked at a sw6 that might be available for a reasonable price. As the sheet metal is in great shape I would just put the loader on it. It has the live hydraulics and I suspect live PTO. I would likely transfer the power steering over to that tractor as that makes using the tractor so easy. I also will have spare tires and many other spares as the sw6 is basically the same as the w400. Just a little less power.
