It is a lot like the later 460 PTOs but uses hydraulics to engage the clutch rather than an over center type clutch. If you can turn the shaft by hand most likely the snap ring that holds the rear bearing in place has been dislodged from it's groove.
Once you remove the assembly from the rear frame you can remove the pump/oil pickup assembly and get at the clutch. You can then see the three brake pistons. If you can turn the shaft, and the pistons are not worn into the aluminum, your shaft has moved ahead.
To remove the clutch drum you need to remove the piston return spring. That is probably the hardest part of the job. You will need some way to compress the spring to remove the snap ring.
The other thing you will need is pressure gauge and an adapter fitting to set the pressure after you reinstall it. The fitting most people use is the orifice for the 706/806 belt pulley attachment. Part number 384328R1.
