The oblong hole that's formed by the two weights in a circle allows you to get at the wheel clamp bolts. Line all the weights up.
I would recommend using at least Grade 5 "Reddi Rod." The stuff from your local hardware is usually just Grade 2, and is pretty soft.
The reddi rod method is easiest because you can just stack the weights on, rather than having to hold one or two sets of weights up while trying to thread a bolt.
Normally you would bolt the first set on through the four holes in the center. The second set would use two of the four slots in each half of the first set. The third set would use the two remaining open slots in the second half.
