When you say pedal, I take it you have a industrial 6 with a foot clutch and the pedal stays down even when foot is removed. If you can't see a problem on the outside. Unless something unusal happened to make the pressure plate stick in the released position the fingers should push pedal back most of the way, enough for tractor to go. Would check the sleeve the release bearing carrier slides on, fork and carrier for breakage or other problem blocking pressure plate engagment. You may be able to see whats happening through the inspection hole on bottom. If not the top of clutch housing will need removed.
