There is a reason why IH provided the Blue Ribbon Service Manuals. So that techs could diagnose a problem and correct it the right way and without by guess and by golly. Lucky for Cub owners, we have virtual access to those tools. :D So print out the sections that are pertinent and take them with you to the Cub, it will be far easier to conduct the diagnostics.
Once you have eliminated the Timing Gears/Governor as the source of the fault, then I would suggest you read the GSS-1012 - Electrical Equipment Service Manual. Pay attention to what is discussed in Ignition System - Magneto - Pages 3 to 7. Get everything up to snuff according to this section and you should be good to go.
Very little can go wrong with mags.. generally although I have had a couple of bad ones the last little while. A bad mag is an unlikely culprit.
