Has he ever used the 450 with this disc and cylinder before? If not, I'm betting the cylinder is too small for the lower pressure system on the 450. Not sure what the operating pressure of a 450 is, but "back in the day", most systems were about 12-1500psi... later they were more like 2500-3000psi. If it's a 3 or 3 1/2" cylinder, that may not be big enough. Good indicator would be the engine sound when trying to lift the disc. Does it appear to change when the system is pressurized?
Friendof mine had a 4640 JD and bought a heavy offset disc. He had a 4" cylinderon it and it wouldn't lift it. Our company had at one time made some 5" limit-stop cylinders and I was able to find enough parts to build one for him.... no more problems.
