Nope, it has a delay. It is why the valve arrangement has the lever action in it and the odd port comes off a separate manifold. It is also why you feel two stops at the bottom of the travel on the control rod.
When you ask for pressure the odd port does not get pressure until the other ports are trying to relieve and that opens the third port. You can't tell if that is the only port hooked up. The pump also has to be in good shape for all the linkages to work. But everyone will agree there is a lot more in teh pump valve train than is needed for a simple one way system.
On the detent almost to the bottom the pump will let the cultivator down until it stops, then the valve will close to keep it from going down farther unless you push the rod the rest of the way down. This won't work on all old pumps but one I mow with it works great so if you lower the Haybine and the end hits a terrace you'll be mowing six inches off the ground until you get straightened out and get to see how you're doing.
