Hi Sashika , Hugh is correct it is a European IH model. I did a Google on IH 423 and some info indicated that the 423 was built in Neuss Germany and has a 3 cyl D-155 engine with about 40HP. The most common 3 cyl Diesels made in Neuss were the D-155 and D-179 engines. All the Diesel engines made in Neuss used common parts and there were a 3,4,and 6 cyl versions the only differences were the crankshafts,pistons,rods and sleeves. It would appear from parts listing that the D-155 3cyl shares parts with D-206 4cyl and D-310 6cyl Diesel engines.
