Sounds like the governor weight pins are shot and the flywheights are sticking. I do rebuild governors to stock specs or pulling. New weights and pins will help for sure. the 806 governor is what you need to be using, the 460 is pretty much set for lower rpm usage, which can make a 301 underpowered real quick. The 400, may have the pins bad too,,, but the vertical linkage thats located under neath the little vent tube on the top of the governor,, this linkage is adjustable, and can wear out or break. If this linkage is out of adjustment, it will not idle and run erratic with high rpm,,,
the weight pins will stick too and it will pretty much lock up the governor and carb linkage to where ever the throttle postion will be,,,, and that can be wide open!!! Gather up all your governor parts, and take a look inside the governor on the 400,, remove the inspection plate off the side and have a good close look, if thigs are really sloppy and loose it needs repair, but it aint hard.
