This is analagous to a merchant accepting a credit card.
The merchant gets their cash instantly & electronically with no issues as to whether the payment is good or sour. The credit card company then assumes the liability and hassle of collecting from the buyer for which they get a %.
Any merchant can refuse to accept Visa/MC/Amex by choice to avoid the fees but they are also limiting the number of customers they can accomodate and definitely cut down on the number of "impulse" purchases.
Don't get the wrong idea, I'm not defending either ebay or Paypal, but the system is not crooked or slanted, it has rules and there's some benefit for using it.
My understanding is that ebay determined that their "high profit" business was the "power sellers" who sell low-cost items at incredible rates, and they made relatively little from the masses selling oddities and antiquities.....and so they catered with predjudice to the high-margin business.....just like any good MBA would have them do.
