You may have a point, bounty hunters might just be looking for some of these guys. I'd rather believe most are afraid of invasion of their privacy, at least I hope I'm right. I suppose another possibility is the Tax Man may just be monitoring who's buying, selling, how much they grow, how well the crop did, etc.
When all is said and done, I firmly believe if name and e address were compulsory, we'd see fewer vicious attacks, fewer nonsence posts, etc.
