I recently installed four new sleeves in my Super H and two of the four were loose. By loose I mean that I could push them all the way in with just my hands, no wiggle but a very light press. I used Loctite 640. I would skip the center punching as it is not necessary. If your's are so loose as to have lateral play I would probably think about a light knurling of the entire OD. I don't know if IH has sleeves in different oversizes but you could check. One thing I would suggest from my experience with the 640 is to not use the primer. It only speeds the cure and does not improve the bond. The problem is that it speeds the cure so well that if there is any delay at all in seating the sleeve it can stop all movement before you get it all the way down. Just clean the parts with brake cleaner.
