Could be, but my understanding is the forumlation changes that took place a few years ago resulted in a different shade. I did no painting before 2001, and was away from IH for 40+ years (so what do I know?) so I can't say what IH 2150 and the PPG equivalent, 71310 looked like prior to that. Depending on when you bought the cover, the 2150 was probably alkyd enamel. The 71310 you used was likely either acrylic enamel or acrylic urethane. Alkyd enamel changes color faster than PPG because it does not contain UV inhibitors (the reason you used PPG to begin with). The later 2150 is supposedly an "acrylic modified" alkyd enamel that does contain UV inhibitors, but it probably will still fade more than acrylic enamel or acrylic urethane. As you say, IH 2150 and PPG 71310 are virtually identical in color, originally.
