That "knob thingy" is a vent for the fuel pump. It allows air into and out of the space under the diaphragm because of the pulsations of the diaphragm. It also helps to ventilate the crankcase. If you have fuel coming out there you probably have a bad diaphragm. You could have two possible setups for the fuel. One is a tee from the output of the fuel pump; one side to the carb the other to the tank. Since you have a starting tank that is probably the most appropriate. The other setup is if you have a vent chamber that sticks up from the hood right in front of the gas tank. This also has a tee but the one line for this tee comes from the fuel pump and the other goes to the carb. The third connection is to the vent chamber. There is another fitting on the bottom of the vent chamber which has a larger line that goes back to a tee in the suction line for the fuel pump. No direct connection to the fuel tank.
