Does PTO turn, but requires hydraulic pressure to engage PTO clutch. Could be spline teeth are worn off pressure plate that drives the main PTO shaft that the hydraulic pumps runs off. Power steering will not work either, only by manual pump that is in steering mechanism. Only one hydraulic pump at 12 GPM and MCV valve splits 9 GPM to 3pt & remotes and 3 GPM to PS & PB. Check hydraulic fluid level with dip stick by your left heel when sitting on seat.
