"Does it cost a lot to replace the pump?" -- That depends on what you mean by "a lot." Without doing any research, the figure I seem to remember is typically $600 for the pump itself. But considering the capabilities the pump adds to the tractor, I think it's worth it.
If I were considering buying the tractor, I would probably deduct $800 from the price vs. a tractor with fully functional hydraulics. You may get lucky and find out the problem is just a piece of dirt, but you may not.
If the tractor has a non-functioning torque amplifier, and if a torque amplifier is important to you, deduct another $800 or so as a ballpark figure.
