The flex ring in your govenor of the roosa master pump is failing, and needs to be replaced. It"s plugging up the return fitting in the top of the pump. If you take this fitting out and knock out the glass check ball, it will run okay. However, do not run it this way for very long as it can seize up the pump. The pump needs to be overhauled asap.
