Steven, clutch should not be worn out in 8 years unless it was not properly adjusted and was slipping some. We had a B414D for 10 years and put over 15000 Hrs on it and never replaced the clutch. We also had a 434 with loader and had it for about 10 years and never replaced clutch but had to adjust clutch and pressure plate fingers, This tractor was used almost every day of the year to feed cows silage and hay. The B414D and 434 use same clutch arrangement as your 354.
If you search the archives for 434 or 444 clutch about a month or more ago someone posted the specs on adjusting the dual stage clutch. Adjusting the fingers on pressure plate is done thru the inspection hole in the bell housing.
See caseih.com, go parts, search 354, attachments page 6-18 and item 3 709651R1 SCREW SCREW, adjusting are the screws to adjust. As I said before on our 434 the adjusting nuts on these screws ware a grove in the pressure plate fingers and this caused the type of PTO problems you are experiencing. Adjusting the nuts and leaving then turned a 1/4 turn so they would not rest in the old worn groove fixed our 434 PTO problems.
