Mike, the REAR of the torque tube, where it's narrow, underneath the pedals. Here's the hole you're looking for. 'Left', here, is toward the rear of the tractor.
The piece between the nuts is an arm of the yoke you see to the left. There is a hole in the yoke into, and through which, the threaded rod can extend if need be. you loosen those nuts, and then turn one or the other, to tighten or loosen the adjustment. Drawing the rod to the rear will loosen the adjustment, and vice-versa. It will become self-evident to you once you're under there and playing with it.
