Front end shake on International 140

HI! I have a problem with my 140 that is proving difficult to cure. When transporting on the highway, the tractor has developed a violent shuddering in the left wheel. A few months ago I added additional wheel weights to this tractor. At first, I believed it might be a tire problem, but swapping sides did not cure the problem. Yes, I have replaced the wheel bearings on that axle. Can anyone offer suggestions? Thank you!
