The set screws are 3/8# NC x 1". The book says they're cup point set screws, but no more stress than is on them, I'd expect you could use standard hardware goods just fine.
If the set screw are there, go easy on them and don't break them off. That WOULD be messy to clean up. The holes at the font are on the rough part of the casting, behind and slightly above the topmost of the three holes on the implement mounting pad. If the holes are empty just clean them out with someting like a battery cable terminal brush.
If there are remnants of the old ones, the steering casting and the lower water inlet may prevent you from just driving them through, so you might have to do some drilling and tapping to jet a bolt into them to pull them out. Who knows, they may come out easy.
