656 Throttle Adjustment

We have a 656 diesel utility that we could never get up to PTO rpm. I was looking at it yesterday and found that when you open the throttle linkage wide open you can still go to the pump and push the linkage a little further open. Is this correct?Is there a procedure for adjusting the throttle linkage? I was thinking maybe its set up that way so when you yank the throttle all the way open it doesnt hit the stop on the pump and potentially damage the pump after repeatedly doing this???
