I wonder if you have carb trouble, maybe running too rich is giving you the smoke. I would check out the carb first, any tractor sitting that long usually ends up with carb trouble especialy if gas was left sitting in it. Beyond that do a compression test on each cylinder, that will give you an idea how good or bad rings and valves are. From my experience most Cubs that I had were just worn out. The motors are only 60 cu inch and really were not enough motor for them.
