Outside of being more apt to leak past old seals, I can't see what it could POSSIBLY hurt, for cold weather use, especially for a low HP tractor used only occasionally. If it can adequately lube the gears in a 200 HP tractor, you'd certainly think it could do the job in an 18 (Drawbar) HP tractor!
