F20 cooling/oil filter housing

Ok, first question is about the cooling system. Is it normal for it to boil off the water in the system or should it stay? The level was just above the upper elbow inlet and it boiled it off way down. Next question is how to stop oil leaking out of top of oil filter housing around long bolt? I made sure to get the old ring out of the base when I replaced the filter, but it leaks around the top of the bolt. Any suggestions? Thanks a bunch Michael in Southern Indiana
