560 intermittent hydraulics

This spring I did a fluid and filter change on my hydraulic system. I added about 13 gallons of Case/IH fluid until it came out the side plug. Lately, when I start the engine, it takes 60 seconds for the system to build enough pressure to operate any hydraulics or power steering. Sometimes the system will stop functioning all together. I've drained the fluid and am going to replace the filter and fluid again tomorrow. Both the paper and screen looked okay. Can anyone give me any tips or point me towards another culprit? Thanks! John
