Matt, Okay, if you measured the ohms between those VR terminals and the VR's case/frame/ground

The VR terminal that reads open label it BAT
The VR terminal that has that 7 ohms ARM
The VR terminal that reads near 0 ohms FLD

Many of those VR are labeled BAT ARM FLD in that order but I cant say for sure what yours is HOWEVER if the ohms readings you say are correct and you label n use the terminals as I stated above THAT OUGHT TO BE CORRECT.....

Then wire its BAT terminal up to the load side of the ammeter, thats the side thats NOT to the battery/starter. Both sides of the ammeter plus the BAT terminal on the VR (once wired to ammeter) must ALWAYS read hot battery voltage.

The FLD terminal to the gennys Field post

The ARM terminal to the Gennys Arm post

Then POLARIZE the genny by momentarily flash jumping a wire from the BAT terminal over to the ARM terminal and you ought to get a spark !!!! IF THERES NO SPARK, the VR's case may not be well grounded to the Genny (or wherever its mounted) or the genny itself isnt well grounded

If you had a 4 pole VR with the extra 4th LOAD terminal, it would provide hot battery voltage up to the lights n ignition HOWEVER with only a 3 pole VR, those loads are fed their hot battery voltage from the ammeters Load (NOT to battery/starter) terminal, the same terminal that wires to the VR's BAT terminal.

Label the VR terminals as I suggested,,,,,,,hook it up as I suggested,,,,,,Polarize the Genny,,,,,,see what happens,,,,,,,let us know
