The Oil Filter Saga Continues

Ok, well I looked at it today. It looks like the outer rim, has been rebuild by weld at some point. Almost invisible until you look into the groove where the gasket sits. It looks deeper there. I"m not sure what to do to fix it, that groove is way too narrow, to try to clean it up with a weld. The old ghasket sealed, but I fumbled with this one for about an hour today, without any luck. Any ideas? I wondered if I could degreade it with carb cleaner and use permatex gasket stuff in there. It's not too deep, just uneven enough to not seal well.
